Control starts with the right structure.

ORDORA works alongside developers, project management consultants and contractors across the Gulf to establish the planning, cost and reporting systems that bring structure, visibility and control to complex programmes — from mobilisation through delivery.

What we do

Three connected disciplines. Most clients start with one and add the others as the programme moves through its phases. The bar under each heading shows where that discipline does its work.

Core phase Also applies Phases run pre-contract, execution, close-out

Planning

Tender stage through to as-built

Master programme preparation
A single integrated programme across packages and contractors, with the interfaces between them made visible rather than assumed.
Tender programme preparation
The programme that goes out with the bid: realistic enough to be won on, and sound enough to stand as the baseline if the tender succeeds.
Baseline programme preparation
The contract baseline, resource and cost loaded where the contract requires it, prepared to survive the approval process.
Programme updates
Regular updates carrying actual dates, remaining duration and a revised forecast, so the live programme reflects the site rather than the intention.
Primavera P6
Activity structure, logic, calendars and coding built in P6 from the contract documents and the construction method actually intended.

Project Controls

From first cut-off date onward

Setting up a reporting system
Cut-off dates, progress measurement rules and a reporting cycle the team can sustain without a fight every month.
Progress reports
Weekly and monthly reporting with earned value, variance against baseline and a stated recovery position.
Dashboards
Power BI dashboards drawn directly from the schedule and cost data, so what the screen shows and what the report says cannot diverge.
PMIS
Selection, configuration and rollout of the project information system, including Aconex workflows and document control.

Advisory

When entitlement is in question

Claim preparation
Delay events assembled into a substantiated claim, with the schedule analysis and contemporaneous records standing behind each one.
Claim assessment
Independent review of a claim you have received, testing the delay analysis, the causation and the entitlement actually established.
Extension of time (EOT) preparation
EOT submissions built on a recognised delay analysis method and the notice route your contract specifies, not a generic template.

How we work

Three stages, in order. Skip the first and the other two cost you far more than they should.

01

Set the baseline

A programme nobody believes in is worse than no programme at all. We build the baseline with the people who have to deliver it, then get it agreed and frozen.

02

Hold the baseline

Weekly progress, earned value and a short, honest report. Deviation gets flagged when it is a week old, not when it is a quarter old and unrecoverable.

03

Prove the baseline

Every delay event recorded as it happens, with the schedule to demonstrate its effect. By the time a claim is needed, the evidence already exists.

Experience

ORDORA is built on 24 years of experience across construction and project controls, supporting large-scale, high-rise, mixed-use and complex developments across the Gulf region.

The experience spans major programmes in Qatar, Saudi Arabia and the UAE across metro, commercial, hospitality, entertainment and giga-scale mixed-use developments.

Our expertise extends beyond traditional planning and project controls into procurement, commercial management, contracts, cost control and change management. It also covers the areas where strong records and robust programme analysis matter most — forensic delay analysis, Extension of Time assessments, Time Impact Analysis and contractual programme evaluation.

On the digital side, ORDORA develops practical PMIS and reporting environments using SharePoint, Power BI and Aconex, connecting project information into a consistent source of truth rather than relying on disconnected spreadsheets and manually assembled reports.

Tell us where the programme stands

A baseline that needs building, a report nobody trusts, or a delay that needs proving — send a short note and we will tell you honestly whether we are the right people for it.
